Can my SAR team apply?
Usually not directly for the big federal programs. AFG goes to fire departments and nonaffiliated EMS. HSGP and EMPG go to states, which pass funds down to counties and cities. US&R funding goes only to the 28 FEMA task forces.
How volunteer SAR teams typically get funded
- Through your sponsoring agency. If your team operates under a sheriff, county EM office, or fire department, that agency can include your comms needs in its own application or subaward request.
- Through your county/regional homeland security process. In Texas that means your Council of Governments (COG) and the Governor's Public Safety Office eGrants process.
- Directly, as a 501(c)(3), for programs open to nonprofits (for example USDA Community Facilities in rural areas, and private foundations). Confirm eligibility on each program's page.
- Private foundations such as Firehouse Subs (quarterly, max $40k, no drones).
What helps any application
- A clear interoperability need (dead zones, mutual-aid gaps)
- Itemized, vendor-quoted equipment costs
- Coordination with your county EM coordinator
